Job Description



Purpose of Position:

Why does the job exist?

The position is responsible for providing technical expertise within the classified services for the State of New Mexico consolidated agencies by reviewing, analyzing, clarifying and accurately documenting. Provides consultation, guidance, technical expertise, advice, and recommendations to agency personnel in the areas of employee relations, discipline, investigations regarding allegations of possible misconduct, violations of agency policies and/or State Personnel Board (SPB) Rules. Will advise supervisors on development and implementation of Performance Development Plan. Will consult and advise employee and management regarding how best to address/respond to internal complaints and/or resolve issues at the lowest level. Provides technical expertise regarding Equal Employment Opportunity Complaints, and preparation for Unemployment Hearings and/or discipline appeals. May require testifying at hearings.

+ Responds to requests received via email, telephone, and mail.

+ Makes a calculated effort to resolve issue(s) at lowest level and provide viable options for employees and/or management to resolve and/or address the particular issue(s) and/or concerns efficiently and timely.

+ Meets in consultation with management to discuss situation(s).

+ Tracks actions; creates, updates, and maintain accurate records/files of all actions processed.

+ Reviews and analyzes agency policies for compliance.

The Ideal Candidate:

The ideal candidate has experience in analyzing and interpreting employment laws and policies, writing comprehensive disciplinary actions, and conducts investigatory interviews; utilizing recording methods, transcribing statements, and compiling fact finding reports. The incumbent will also be professional and personable with employees at all levels of an organization, have the ability to determine what is occurring or has occurred and how best to resolve the situation, pay attention to detail, have organizational skills and ensure quality records are created, adapted and maintained.



Interviews are anticipated to be conducted within two weeks of closing date.



This position is a Pay Band 65.



THIS POSITION WILL ULTIMATELY BE ASSIGNED TO THE STATE PERSONNEL OFFICE AS PART OF THE EXECUTIVE BRANCH AGENCIES' CONSOLIDATED HUMAN RESOURCES STAFF.

Minimum Qualifications




Bachelor's Degree in Human Resources, Business Administration and two (2) years of experience in human resource operations; recruitment, selection, payroll, compensation and benefits administration, labor relations, investigations and/or occupational analysis. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.



Employment Requirements:

Must possess and maintain a valid driver's license. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within 30 days of date of hire as a condition of continued employment.

Working Conditions:

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and telephone usage, use of recording devices, and extended periods of sitting. Must be able to lift a minimum of 25 lbs. Some travel required.
