We are seeking a Engineering Systems Integration/Implementation Professional

We are seeking Biorisk Health Analysis and Security Professionals who also perform BioRisk Management Systems Integration and Implementation

The Analysis & Health Security Department of the International Bio/Chem Threat Reduction Organization (IBCTR) has an exciting opportunity to support the implementation of biological Analysis & Health Security in a risk (Biorisk) management systems approach as part of our mission to eliminate threats from dangerous biological and chemical agents around the world. The ideal candidate will become part of a multidisciplinary team executing cooperative technical projects to meet the IBCTR initiatives for our sponsors. This includes identifying and integrating novel technical solutions in biological security and safety to advance the department's mission. This unique opportunity will require an understanding of sponsor and program requirements for engagement with global partners, and how they translate to systems-based approaches for technical implementation including face-to-face and remote engagements.

As part of this work, the selected candidate will perform responsibilities including the following:

Supports the planning and execution of international and domestic projects focused on biological security and biological safety. Coordinates and communicates with internal team members and external collaborators and sponsors to advance project objectives. Prepares analyses, reports, proposals, and other project documentation as required. Uses an understanding of science, engineering, and systems engineering and integration to create, analyze, or develop designs, concepts, materials, machines, products, processes, or systems. Develops objective studies and performs integrated technical and risk analyses to advise project and program managers on current and potential problems and issues. Communicates the results of analyses and studies to decision makers, characterizing options and trade-offs. Biosecurity Portfolio Management or Technical Support of countries in Southeast Asia, Afghanistan, Pakistan, Africa, or Mideast North Africa.

Required:

+ B.S. degree in a field relevant to the work of the department (examples include biology, microbiology, biochemistry, genetics, biotechnology, bioengineering, public health, animal health, computer science, and related disciplines) plus demonstrated work experience
+ Demonstrated knowledge of Proposal Generation for government agencies such as DTRA, DOS, DHS, etc
+ Demonstrated knowledge of US Select Agent Pathogens, Bio Sample Transport, and BRM BioRisk Management
+ Demonstrated experience working productively and proactively, both independently and as part of various multi-disciplinary project teams, in a diverse and multidisciplinary team environment
+ Willingness and ability to undertake periodic domestic and international business travel, including to low, medium, and high risk countries, up to 30% of the year

+ Experience and knowledge to support or complete projects in an international setting
+ Strong verbal and written communication skills
+ Proficiency using standard office software tools, such as Microsoft Office, database applications, Web applications include on-line communications platforms, and Sharepoint

Department Description:

The 06825 Department is multidisciplinary and focuses on advancing international threat reduction goals by promoting safe, secure and responsible use of dangerous biological and chemical agents around the globe. The IBCTR program provides specific technical advice to the US Government on issues related to counter-chembioterrorism, the Biological Weapons Convention, the Chemical Weapons Convention, and has projects in the following areas: security system analysis, design and implementation; agent risk prioritization; outbreak control and management; information control and management; training in the areas of biosafety, chemical safety, security, risk awareness, disease surveillance and diagnostics, and related topics; and global, regional, and country-specific analysis and assessments. These projects involve both US interests as well as those of various foreign countries and international organizations.

Security Clearance:

This position does not currently require a Department of Energy (DOE)-granted security clearance.

Sandia will conduct a pre-employment drug testing, and a pre-employment background review that includes personal reference checks, law enforcement record checks, and employment and education verifications. Further, employees in New Mexico must pass a U.S. Air Force background screen for access to the work site. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause access to be denied or terminated, rendering the inability to perform the duties assigned and resulting in termination of employment.

If hired without a clearance, and one subsequently becomes required or you bid on positions that require a DOE-granted security clearance, a pre-processing background review that includes personal reference checks, law enforcement record and credit checks, and employment and education verifications may be conducted prior to a required federal background investigation. This Limited Term Employee (LTE) position is a temporary position for one year term, which may be renewed at Sandia's discretion up to a maximum of seven years.

Individuals in LTE positions may bid on regular Sandia positions as internal candidates, and in some cases may be converted to regular career positions during their term if warranted by ongoing operational needs, continuing availability of funds, and satisfactory job performance.
