Purpose of Position:

The purpose of this position is to provide management, oversight, and supervision to the Human Resource Bureau Labor Relations Unit of the Department of Health. The Department of Health is the largest State Agency with approximately 3,534 FTE across eight program areas including five 24/7 State-Owned Hospitals and one Community Program. This Labor Relations Manager provides management and oversight over a large volume of complex employee relations issues including grievances, disciplinary actions, administration of collective bargaining agreements, employee misconduct investigations, performance improvement plans, drug testing, EEOC complaints, FMLA and other leave issues. Position is responsible for advising Senior Management, Managers and Supervisors regarding all labor relations issues affecting the Department.


THIS POSITION IS ANTICIPATED TO ULTIMATELY BE ASSIGNED TO THE STATE PERSONNEL OFFICE AS PART OF THE EXECUTIVE BRANCH AGENCIES' CONSOLIDATED HUMAN RESOURCES STAFF


THIS POSTING WILL BE USED TO CONDUCT ONGOING RECRUITMENT AND WILL REMAIN OPEN UNTIL POSITION HAS BEEN FILLED.


This position is a Pay Band 85.

Administrative Operations Manager II



Minimum Qualifications



A Bachelor's Degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include management, supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.


Employment Requirements:

Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment. Successful completion of the Health Insurance Portability and Accountability Act (HIPAA) Training.

Working Conditions:

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer usage. Ability to lift up to 50 lbs. Some travel with the occasional overnight stay may be required.
