Purpose of Position:

This position will be a member of a team that develops technical solutions to business problems in order to advance the Children, Youth & Families Department's (AKA the Agency) mission. The Agency is comprised of several divisions to include Early Childhood Services, Protective Services, Juvenile Justice Services, Behavioral Health Services and Program Support. It will deal with the more tactical day-to-day aspects of discovering, validating, documenting and communicating business-process-related knowledge through modeling, simulating and analyzing current and future states. It ensures changes to the process environment are carried out in a seamless fashion. It is responsible for communicating and translating requirements effectively between business process areas (AKA Program) and the IT Division, while performing continuous reviews to align processes, e.g. models, goals and expectations with changing business conditions. This position will be able to show process stakeholders how to identify and solve process challenges by simulating different scenarios, and defining conceptual and contextual levels of detail in business process models. It will conduct quality assurance testing and also perform project management duties. It will assume responsibility for various project tasks and ensure timely completion while partnering with Program to ensure specific business needs are resolved successfully. The following skills and experience are a must: vendor management; excellent verbal and written communications; strong analytical and conceptual process improvement experience that leverages technology as part of the solution; in-depth experience with process redesign methods, e.g. Six Sigma or Total Quality Management; knowledgeable in designing and constructing business processes, sub-processes and their links to automated tasks in IT; and the ability to adapt to rapidly changing technology and apply it to business needs. Business domain experience in Child Welfare is a plus.

Minimum Qualifications




Bachelor's Degree in any field and two (2) years of experience in information technology or business analysis. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience. PMI-PBA certification may be substituted for one year of education.


Employment Requirements:

Pre-employment background investigation is required and is conditional pending results. Must possess and maintain a valid New Mexico Driver's License.

Working Conditions:

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
