### Summary
**The primary purpose of this position is:**To serve as a key analyst and recognized expert performing professional and scientific work requiring the design, development, and adaptation of mathematical, engineering, and other scientific methods and techniques and provide advice on F-35 Operational Test and Evaluation. This position supports test planning, identification of test capability requirements, and acquisition of test capabilities to include onboard instrumentation, range interface, models and simulations and realistic threat environments.

### Responsibilities
* Perform a broad range of operations research analyses assignments for development of realistic threat and blue force environments, as they pertain to F-35 Operational Test and Evaluation.
* Utilize scientific inquiry in the independent development of mathematical models and computer programs to evaluate and predict the ability to support assigned projects, studies, or problems.
* Provide technical guidance, advisory support, and assistance on an entire aircraft testing project and/or major phases requiring the analyst to coordinate the contributions of others.
* Serve as an expert on aircraft and range instrumentation for collecting data and developing test scenarios.

* This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment and participation in random drug testing.
* Work requires travel away from the normal duty station on military or commercial aircraft. Incumbent is required to go TDY to aircraft manufacturer's plants and the Nevada test site.
* Incumbent must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing technology.
### Qualifications
**In order to qualify for this Operations Research Analyst, GS-1515-13, you must meet BOTH the Basic and Additional qualification requirements described below. Your resume must clearly describe your relevant experience. This position has a positive education requirement. A copy of your unofficial transcripts must be provided with your application.**
**BASIC QUALIFICATION REQUIREMENT:**
You must have a bachelor's or higher degree in operations research; or a bachelor's or higher degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. NOTE: You must submit copies of your transcripts.

You must also have the following specialized experience necessary to meet the Additional Qualification Requirement for this Operations Research Analyst, GS-1515-13, position. [Your resume must fully support this experience in order to be found qualified, in addition to meeting the Basic Qualification Requirement above.]
You have at least one full year of specialized experience serving as a professional operations research analyst. This specialized experience should include: (1) using applied mathematics to understand the fundamental concepts and techniques of operations research methods of analysis; (2) applying new analytical developments, methodologies, and research findings to broad studies of an unprecedented nature; (3) using the rigorous methods of scientific inquiry and analysis in order to develop mathematical models and computer programs; and (4) serving as an expert on aircraft and range instrumentation for collecting data and developing test scenarios. This experience must be comparable in scope and responsibility to the GS-12 level in the Federal service (obtained either in private or public sectors).

The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD214 or other appropriate documentation. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
