Work Environment: The work is performed in a typical office setting. Work involves long periods of concentration, use of video display terminals, digitizing tablets, and electronic plotters.

### Responsibilities
Provides direction and oversight for GIS Specialists, geographers, cartographers and cartographic technicians working on various projects, including automated mapping and land records maintenance of Federal land and Federal mineral estate records for the Field Office. Develops the annual work plan and operations schedule for each fiscal year based upon funding allocations from the Washington Office and in-state funding. Additionally, provides project management leadership and technical assistance for all aspects of development and implementation of mapping science supported projects. Directs the work of and performs quality control on mapping science/GIS applications development. Serves as the M&RR; point of contact and coordinator for all matters relating to mapping sciences and GIS. Additionally, cooperates with affected Federal Agencies, State Agencies, County and Local governmental entities, and key private organizations. Develops and implements policies to promote the use of GIS and the compatibility/exchange of digital spatial data. Coordinates the development of GIS data standards and data collection efforts of District and Field Office representatives. Prepares and/or directs application testing and implementation plans. Meets frequently with applications development specialists, systems operation and management staff and functional area specialists to coordinate work and resolve problems. Suggests technically feasible approaches and makes recommendations to the user and management regarding the most efficient automation and/or mapping approaches.

### Qualifications
In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-11) of the position to be filled.
**Specialized Experience for the GS-12 is described as:**
**Experience:**One year of specialized experience equivalent to at least the GS-11 level performing team or project leadership responsibilities for planning, implementing, and leading Geographic Information Systems (GIS), Spacial Database Engines (SDE), Global Positioning Systems (GPS), Geographic Coordinate Data Base (GCDB), or Relational Data Base Management Systems (RDBMS).
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.

Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period, if one has not previously been completed.
Travel and relocation expenses will not be paid by the Department of the Interior. Any travel, transportation and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

You will be evaluated for this job based on how well you meet the qualifications above.

3. Knowledge of Geographic Information Systems (GIS), Global Positions Systems, GCDB, MTP'S, Relational Data Base Management Systems (RdBMS), cartography, photogrammetry, image processing and remote sensing including: application analysis, design techniques, and alternative design approaches.
4. Skills in effective oral and written communication, strong interpersonal skills to advise upper management and others, to conduct training, meetings, and coordinate joint work efforts.
5. Knowledge of the concepts involved in project planning, project management, and systems design for complex, user-orients systems, GIS work processes, file structures and computer procedures.
