Systems Safety Basis Engineer (Early/Mid-Career)
:

The Nuclear Safety Technologies Department is seeking a R&D Systems Engineer to conduct research and development into nuclear safety and to perform safety basis analyses of nuclear and industrial facilities to ensure safe operation.

On any given day, you may be called on to:

+ Lead multidisciplinary teams to innovatively improve the safety analysis of existing nuclear facilities
+ Conduct research and development related to assessing and improving the safety of nuclear facilities
+ Prepare and review documented safety analysis (DSA) and technical safety requirements (TSRs) for nuclear facilities
+ Interface with a wide variety of Sandia departments such as operations, engineering, and assurance, as well as the DOE Sandia Field Office
+ Conduct evaluations of radiation transport and shielding design; conducting computer modeling for nuclear applications
+ Implement, test, and apply software to support safety software validation
+ Manage changes to nuclear and industrial facilities through the unreviewed safety question (USQ) process
+ Represent Sandia on national and international technical safety-related committees and groups
+ Perform engineering analyses of nuclear or radioactive materials, chemical inventories, energetic materials, and operations to determine a facility's hazard categorization
+ Perform safety basis analyses for facilities, including hazard identification, hazard analysis, accident analysis, and control selection
+ Provide extensive expert technical advice and assistance to line organizations and federal regulators on complex safety basis issues
+ Develop and maintain Sandia National Laboratories' specific safety basis processes and procedures
+ Prepare and review technical reports based on the expert interpretation of analyzed data
+ Use complex computer models and expert judgment to prepare specialized safety studies, including radiological and chemical consequence analysis, reactor kinetics, and natural phenomena analysis
+ Model criticality safety calculations, radiological and chemical atmospheric dispersion, reactor physics, and radiation transport
+ Conduct readiness reviews for nuclear and industrial facilities to determine whether the facility has achieved readiness for the safe startup or restart of operations

Required:

+ Bachelor's and Advanced degree (Masters or PhD) in Nuclear Engineering, Systems Engineering, or a relevant STEM discipline, or a Bachelor's degree in relevant STEM discipline plus 3 years of relevant experience in lieu of an advanced degree
+ Experience in Nuclear Safety
+ Ability to obtain and maintain a DOE Q-clearance

Desired:

+ Three or more years of experience with Nuclear Safety Basis at DOE facilities
+ Experience with the preparation or review of Documented Safety Analyses (DSAs) and Technical Safety Requirements (TSRs) for research reactors, critical assemblies, and non-reactor nuclear facilities at DOE Facilities
+ Experience with the use and/or development of nuclear safety modeling codes and techniques
+ Knowledge of and/or experience with reactor kinetics, physics, and thermo-hydraulic engineering calculations and modeling
+ Experience performing hazard analyses using techniques from Guidelines for Hazard Evaluation Procedures including but not limited to safety checklist, what-if checklist, failure modes and effects analysis, fault/event tree, and qualitative risk analysis
+ Experience leading diverse teams and ability to work cooperatively in a team-oriented environment
+ Experience gathering and fulfilling customer needs
+ Experience with successful facilitation and resolution of potentially contentious SB issues in a diverse group setting
+ Ability to communicate clearly, concisely, and effectively both verbally and in writing
+ Experience with the hazard categorization processes and principles of DOE-STD-1027
+ Proficiency with the Unreviewed Safety Question (USQ) process
+ Ability to produce high-quality work, on schedule, with minimal supervision
+ Knowledge, understanding, and experience with nuclear facility codes and standards for design, construction, and operation
+ Experience with implementing and/or validating the implementation of safety controls
+ Operational experience with radiological and/or nuclear facilities
+ Experience with conduct of operations (ConOps) in nuclear facilities
+ Knowledge of Sandia National Laboratories' Safety Basis requirements
+ Experience collaborating with outside technical organizations such as ANS and EFCOG
+ Current, active U.S. DOE L or Q-clearance

Department Description:

The Nuclear Safety Technologies Department (Org. 1383), located in Technical Area V (TA-V) at Sandia National Laboratories (SNL), is responsible for ensuring that risks associated with operating TA-V nuclear facilities are analyzed, communicated, and accepted by the governing authorities. This involves selecting and evaluating nuclear safety controls to ensure protection of the general public, workers, visitors, and the TA-V staff. In addition, the Department ensures that the nuclear facility's safety documentation complies with federal law, Department of Energy (DOE) requirements and SNL standards and expectations. Org. 1383 is also responsible for implementing the Sandia corporate Nuclear Criticality Safety (NCS) Program. Additional responsibilities of Department include research and development of Nuclear Safety Technologies.

Security Clearance:

Position requires a Department of Energy (DOE) granted Q-level security clearance.

Sandia is required by DOE directive to conduct a pre-employment drug testing, and a pre-employment background review that includes personal reference checks, law enforcement record and credit checks, and employment and education verifications.
