Job Description



Purpose of Position:

Why does the job exist?

This position will be responsible for assisting with the review of water rights applications/permits, preparing memorandums and recommending approval/disapproval of filed water rights applications and assisting in the administration of surface water and groundwater. This position will utilize a working knowledge of New Mexico Statutes and Office of the State Engineer Rules and Regulations to assist the general public.


How does it get done?

This position will assist the public with water rights applications by providing technical information needed to complete applications, and will assist with various surface water/groundwater applications for permits. The position will conduct presentations and educate the general public with respect to water rights, NM water law, court adjudication and conservation techniques while representing the State Engineer in public meetings. The position will also prepare recommendation memorandum for water right applications; research water rights files; survey maps, aerial photography, and other historical data. Position will assist with the preparation of memorandum of recommendation to the Water Resource Manager and prepare exhibits in support of written recommendations on pending water rights applications while conducting field investigations when necessary to obtain information for field reports.

The Ideal Candidate:

The ideal candidate has experience in:




+ Operating and managing geographic data for Geographic Information Systems GIS) and Global Positioning System (GPS) technologies.

+ Reviewing applications, preliminary/final plans, and specifications for proposed action and/or to determine completeness, accuracy or compliance.

+ Working with New Mexico water law and/or natural resource law issues.

+ Knowledge of United States Geological Survey (USGS) topographic or geological maps, plats, deeds, surveys and/or property records.







Interviews are anticipated to be conducted within two weeks of closing date.


This is a pay band ED.

Minimum Qualifications




Bachelor's Degree in Agriculture Science, Hydrology, Geology, Environmental Science, Water Resources, Watershed Management, Physics, Natural Science, Physical Science, Life Science, Biology, Chemistry, Geography, Forestry/Forest Science, Conservation Science, Wildlife Science Emergency Management or Engineering and two (2) years of relevant experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience.




Employment Requirements:

Must possess and maintain a valid New Mexico Driver's License.

Working Conditions:

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. This position may work in adverse weather conditions, travel may be required to include driving a state vehicle and may be required to work at alternate work sites.
